1 WELCOME

The Chairman welcomed everyone to the meeting and explained emergency evacuation procedure.

2 DECLARATION OF INTERESTS

Parish Councillor Mrs Roberts declared a personal interest in the planning application for Mill Farm, Hughley (10/00855/FUL).

3 MINUTES OF THE LAST MEETING

Minutes of the last meeting dated 25 January 2010 having being previously circulated to all members were taken as having been read. The minutes were approved by those present then signed and dated by the Chairman.

The meeting arranged for Monday the 08 March had to be cancelled as there was no quorum.

4 HIGHWAYS AND FOOTWAYS

All highway matters reported to Shropshire Council Highways previously are now receiving attention. The road from Hughley up to Kenley Common was deteriorating kerbside and Highways will be asked to inspect and take any necessary action.

5 PLANNING

Parish Councillor Mrs Roberts was asked to leave the meeting while the following matter was discussed. There was no objection to the planning application to Mr Perkin Bosworth's application (10/00855/FUL). Parish Councillor Pugh proposed and Parish Councillor Pearson seconded that we send a letter of support to SC regarding Mr Bosworth's application.

Parish Councillor Mrs Roberts re-joined the meeting.

A letter received from Stuart Thomas, Central Area Manager Planning, dated 01 March 2010 regarding land at The Grange, Church Preen was read out by the Clerk. After investigation by Mr Thomas and according to a newly adopted Planning Compliance Policy no further action is to be taken on this matter.

6 LOCAL JOINT COMMITTEE

A Local Joint Committee was formed when Shropshire County Council became a Unitary Authority (now known as Shropshire Council). To ensure that there was still community links between Parishes and the new Unitary Authority twenty eight LJC's were set up.

As Rachel Johnson was unable to attend the meeting Councillor Clair Wild spoke on her behalf. Rachel had produced a leaflet, which was shown to everyone present, pointing out what the LJC has done for community groups and individuals. It had provided many grants to all kinds of organisations requiring help with community activities and projects.

Clair Wild explained the contents of a booklet "Planning for a Flourishing Shropshire" from Shropshire Council. One of the matters under discussion was affordable housing but the booklet did not set out any sites in our area but may do so in the future.

The Chairman raised the subject of a tax on barn conversions for social needs to Councillor Wild. She informed the members that developers of barn conversions will be required to contribute towards the cost of affordable housing which may be as much as 50% but this matter is still under review by SC. Stuart Thomas, Central Planning Officer to SC has joined the LJC to advise on planning matters which has become of importance since the Unity Authority had come into force.

7 POLICE REPORT

Dave Baron, Community Support Officer, reported that there had been no crimes in the Parish for the last two months but members of the community should be aware that outbuildings are very susceptible to theft therefore every effort should be made to keep these buildings secured.

8 TRAINING

The Clerk attended a training course on "General Finance - Clinic". The course raised the subject of VAT and a more in depth course on this topic will be done in the future. Other items discussed, cost shunting, investments, audits and internet banking. It was recommended that Members of the Council should review the accounts on a regular basis and this should be minuted.

9 FINANCE

The Clerk presented copies of the accounts for 2009/10 these were agreed by the Members present and approved (copy attached). The accounts will now be forwarded to the internal auditor John Nicholls as in previous years.

The Clerk is to discuss with the Internal Auditor whether a Letter of Engagement is necessary to be signed by him.

It was proposed by Parish Councillor Mrs Roberts and seconded by Parish Councillor Mrs Bird that we should investigate the idea of internet banking. The Clerk will contact the bank regarding this.

10 CLOSE OF MEETING

The meeting closed at 8.57pm.

The next meeting, which is the Annual Meeting of the Council at 6.30pm followed by the Annual Parish Meeting at 8.00pm is to be held at The Old School, Kenley on Friday 14 May 2010.
