The Draft Minutes of the Parish Council Meeting held at Chapel Lawn Village Hall Chapel Lawn on Thursday 1st July 2010 at 7.30pm.
1. Present:
Cllr C Pendry (Chairman)
Cllrs M Williamson, C Page, B Palmer, R Bright, K Terry, J Limond and C McCormack
Members of the public were present.

4. Public Session:
No items from the members of the public
5. To confirm and accept the Minutes of the Previous Meeting:
The Parish Council approved that the minutes of the meetings held on the 3rd June 2010 which were signed by the Chairman as a correct record.
6. Matters Arising from the Minutes:
Mr K Terry raised his concern about the lack of public consultation on the Shropshire Council Policy Document "site allocations and management of Development."
The Clerk will report the concerns about the of lack of the advertisement of public consultation in this matter to Shropshire Council, although it should be noted that a public meeting had been held at Bishops Castle and discussed by the Local Joint Committee and the Parish Council.
The Clerk will forward consultation documents and planning applications received by the Parish Council to individuals who are prepared to supply their email address.
7. Highway Items:
a) Shropshire Council are undertaking a Winter 2010/11 Service Review, they have already commenced an optimisation exercise on our established gritting routes, increased the salt stocks and are in the process of procuring additional tractor-mounted gritters for particularly severe conditions.
The Parish Council agreed to make the request for additional salt bins particularly in the Chapel Lawn area and also Llewyn Road Clun.
b) The Clerk to ask Highway Services if children playing warning signs could be placed at the approach to Waterloo Ford.
c) The Clerk reported that Church Road Newcastle-on Clun will be-closed from the 9th August 2010 for five days to enable the installation of a new and enlarged culvert.
8. Street Lighting:
The Clerk to report the faulty light situated at Church Street and the need for a shade on the light in School Lane Clun.
9. Amenity Items:
The Clerk had submitted a grant application to Shropshire Council under the Environmental
Maintenance Scheme
10. Footpath Items:
There was some discussion concerning gates being left open on various footpaths with there being a problem on the "BOAT 51" from Lower Lye to the Vron, Mr P James suggested that the Parish Council may wish to write to Shropshire Council for the extinguishment of rights for mechanically-propelled vehicles under section 249 of the Town and Country planning Act 1990.
11. Planning:
a) The Parish Council had no objection to the following planning applications:
10/01296/Full - Erection of agricultural storage building - Pen-Y-Wern Farm Clun
10/02164/Full - Erection of a two storey extension and attached double garage - Black Hill House Clunton
10/02468/OHL - To divert 2 spans of approx 175 meters of existing 11,000 volt overhead line to 3 spans - Land at Shadwell Hall Mardu
10/02360/Full - Installation of one panel antenna on the existing tower and one GPRS antenna - Communication Mast Soudley Wood Cwm
b) It is hoped that copies of planning applications can be made available for public inspection at a location in Clun together with any other public consultation documents.
12. Report from Representatives who have attended meetings of other organisations:
Bishop Castle and Clun Local Joint Committee: - The Chairman reported that he had attended the pre meeting of the Local Joint Committee which had discussed, Ambulance Response Times, Cost of Boer Hole Inspections and consultations with Parish and Town Councils. The next Public meeting of the Local Joint Committee will be held on 7th July 2010 at Norbury Village Hall commencing 7.00pm
13. Finances:
a) The Parish Council had balances of £19,764.43 at the 30th June 2010
b) The Parish Council approved the following accounts for payment
K Adams - Internal Audit - £125.00
Redlake Village Hall - Hire of Room - £10
14. Member Training;
Shropshire Council had arranged a training session for Parish Councillors on the Code of Conduct held on the 23rd June 2010 to which five Parish Councillors had attended.
Mrs B Palmer and Mrs C McCormack had attended a training session about Community engagement organised by the Shropshire Association of Local Councils.
15. Parish Plan:
Mrs B Palmer and Mr P James have had a meeting to discuss the implication of footpath issues contained in the Parish Plan. A report will be forwarded with the agenda for consideration at the next meeting
16. Next Meeting:
The next meeting will be held on the Thursday 5th August 2010 at Hazelhurst Close Clun commencing 7.30pm
