The Minutes of the Parish Council meeting held on Wednesday 2nd December 2009 at Wistanstow Village Hall commencing at 7.30pm

1. Apologies:

Shropshire Councillor: Mr J A Gibson

2. Members of the Public/County Councillor:

a) Reference was made to the recent vandalism that had occurred at Wistanstow Church and the need for more police presence in the Parish area, the Clerk would write to the local police inspector.

b) There was concern about the recent problems with water supply to Wistanstow Area the Clerk would write to Severn Trent Water.

4. Minutes

Parish Council approved the minutes of the meetings held on the 4th November 2009, which were signed by the Chairman as a correct record.

7. Street Lighting:

The Clerk reported that the light by the telephone kiosk opposite Wistanstow Church had been made safe by E-on and before the light could be restored the Parish Council were awaiting an estimate and details of the work required.

8. Planning Items:

No Items

9. Highway Items:

a) The Clerk was asked to report the potholes at Strefford Ford and on Roman Road by Leamore Common Wistanstow.

b) The Clerk to make enquiries about progress with the electricity supply to the road safety activated sign at the Grove Junction Craven Arms.

10. Financial Items:

a) The Parish Councils bank balance at the 31st October 2009 was £8,587.03

The following accounts were approved for payment:

E-on Street Lighting - Street Light Repairs - £45.30

C E Williams - postage and stationary expenses - £114.00 - salary - £325.00

b) The Clerk had provided details of the proposed Budget for 2009/2010 and estimated balances at the 31st March 2010.

After considering the estimated Income and Expenditure and in view of the anticipated balances of £7,450 at the 31st March 2010 the Parish Council agreed that the precept for the financial year 2010/2011 should remain at £6,334.

11. Report from outside Organisations:

a) Mr A Millhouse reported that the next the meeting of the Craven Arms and Rural Local Joint Committee held on Monday 14th December 2009 at the Methodist Hall Craven Arms. Items on the agenda for the meeting were Local Priorities which would focus on helping the Youth in the area, Progress of Projects Funded by the Local Joint Committee for which funds were still available for applications from local organisations, Flood Alleviation and Infrastructure Forum and Shropshire Council Budget Consultation.

b) Mrs J Woodroffe reported that the village hall were awaiting the outcome of grant applications towards the shortfall of £22,000 and when they are known a grant application may be submitted to the Parish Council.

12. Correspondence:

The Clerk referred to the Shropshire Partnership Community Strategy, Shropshire Council Budget Consultation, the booklet about Standards in Local Government and the new Shropshire Partnership Website.

The Shropshire Partnership website has details of current consultations being undertaken by Shropshire Council with a link being provided via the Parish Council own website http://www.2shrop.net/wistanstowparishcouncil.
