CHURCH PREEN, HUGHLEY AND KENLEYPARISH COUNCIL M I N U T E S of meeting held in Church Preen Schoolon

3        MINUTES OF THE LAST MEETING

 Minutes of the last meeting dated 14 January 2008, having being previously circulated to all members were taken as having been read.  The minutes were approved by those present then signed and dated by the Chairman. The wrong venue for this meeting had been stated on the agenda, this was corrected.   4        HIGHWAYS/FOOTPATHS     The Clerk had again been in touch with Peter Lloyd, Divisional Engineer, Shropshire County Council Highways complaining of the deterioration of the road near to New Hall Farm, Kenley.  Mr Lloyd said he had no idea when a permanent repair would be made as funding for the 2008/2009 programme had been reduced but he would arrange for an inspection to be carried out and any necessary repair works undertaken in the inteests of safety. The Vice Chairman proposed and Parish Councillor Ken Pugh seconded another letter be written to Mr Lloyd bringing his attention  the history of the road since contractors carried out unsatisfactory surface dressing work in 2004. The Chairman proposed and Parish Councillor Ken Pugh seconded that we write to Highways asking for the grit box near to Lower Hill Farm, Hughley to be reinstated.   The Clerk had received a letter dated 06 February 2008 from Mr Towers of the Grange, Church Preen regarding coach parking/passing place adjacent to The Grange, Church Preen.  The letter was discussed at length by the Members present and they agreed it was not a Parish Council matter.  A reply is to be sent to Mr Towers to this effect. 

5        PLANNING APPLICATIONS

 No objections were made to the following applications – Drs D & S Thompson, The Glen, Hughley (08/0195F)Mr P Hitchin, Walnut Cottage, Kenley (08/0007/F)

Mr J N Ellis, Upper Springs Farm, Hughley (07/1735/F) permission granted

 6        POLICE/SHROPSHIRE FIRE AND RESCUE SERVICE Borough Councillor Tim Barker informed the meeting that Police Constable David Harte from Pontesbury Police Station was now responsible for our Parish. 

7        PARISH COUNCIL INSURANCE

 Regarding the Parish Council Insurance Scheme a letter had been received from Shropshire County Council dated 17 January 2008 concerning the continuation of this scheme when the new Unitary Authority is established.  The letter assured the Parish that they could see no reason why it should not remain as is, but this will be confirmed at a later date.  

8        AUDIT       

  In a letter dated 28 January 2008 from the Audit Commission it was advised that the Parish Council’s external audits for the next five years, commencing 2007/2008, would be carried out by Mazars LLP. 

9        PARISH COUNCIL TRAINING COURSES

 Parish Councillor Linda Bird is to attend a course on Good Councillor Training at the Shirehall, Shrewsbury on 10 March. 

10      HUGHLEY CHURCH

 This item to be put on Agenda for next meeting.    

11      VENUE FOR FUTURE MEETINGS

 The Chairman reported on his meeting with the Headteacher of Church Preen Primary School Mrs Duffy who wished to have a continued close liaison with the Parish Council.  It was proposed by Parish Councillor Pugh that we use the school for every meeting and the Vice Chairman argued that we use The Old School, Kenley during the summer time.  The Chairman proposed that we should spread ourselves around for our meetings in the year and Parish Councillor Bird seconded.  Church Preen Village Hall is to be used for our Annual Parish Meeting on 12 May 2008. 

12      FINANCEall    

 Payment of the Clerk’s expenses for 2007/2008 of £117.95 was proposed by the Chairman.  Cheque number 00164 refers.
