3        MINUTES OF THE LAST MEETING

 Minutes of the last meeting dated 03 March 2008, having being previously circulated to all members were taken as having been read.  The minutes were approved by those present then signed and dated by the Chairman. 4        HIGHWAYS/FOOTPATHS     The section of road near to New Hall Farm, Kenley has now been resurfaced.  Contact is to be made with Highways asking if the “slow” sign approaching the bend in the road near to New Hall Farm could be reinstated. The Clerk read out a copy of a letter to Mr Towers of The Grange, Church Preen from Shropshire County Council dated 05 March 2008 regarding Passing Place Adjacent to The Grange.  The contents of which the Parish Council did not believe to be a Parish matter, but this will be kept under review.   

5        PLANNING

 No objections were made to the following applications – Drs D & S Thompson, The Glen, Hughley (08/0195F) permission grantedMr G Lloyd. Old Barn, Kenley (08/0555/AGR) erection of a farm implement barn 

Mr Towers’ planning application (APP/MF/03/0348/ENF) (APP/B3220/C/07/2053608) concerning change of use of agricultural land to domestic residential curtilage at The Grange has been refused permission by SABC.  Although permission has not been granted the land is still to be returned to its original use by Mr Towers.  The matter to be put on the agenda for next meeting.

 

Regarding the new Scheme of Delegation for Development Control, the Parish Council is to nominate a member to take responsibility of monitoring the weekly list of all planning applications.  This to be decided at our next meeting.

 

6        UNITARY AUTHORITY

 Three maps had been received from SCC regarding Electoral Review - Ward Proposals (new ward boundaries), these were shown to the members.  If these proposals go ahead the Ward of Lawley would alter and if this were the case then our Parish may be included with other local parishes.   Borough Councillor Tim Barker informed the meeting that he would no longer stand for our area, but for his local borough of Acton Burnell should the new proposals come into force. The Chairman and the Clerk attended a meeting at Oswestry on 21 May regarding Unitary Preparation.  The Chairman informed the members of the meeting and explained that when the Unitary Authority came into force in 2009 the ‘parishing’ of the un-parished area of Shrewsbury would be divided into parishes and this would then become the second largest parish in England. Other items on the agenda were the Local Joint Committees, Shropshire and Area Partnerships 2008 and the Power of Well-Being (the promotion or improvement of the well-being of the area).  There would also be IT support available to all Town and Parish Councils. This item to be put on the agenda for the next meeting.     7        POLICE/SHROPSHIRE FIRE AND RESCUE SERVICE A letter received from West Mercia Police Authority dated December 2007 regarding “Your Police Service 2008 and Beyond” was shown to Parish Councillor Charles Pearson and after his perusal he informed the members that its contents did not concern our Parish.    

8        HUGHLEY CHURCH

 The Chairman believed that if the Parish Council provided support for the restoration project of Hughley Church then the parish should also support the two other Churches in our parish, Church Preen and Kenley.  Parish Councillor Pugh proposed that the Parish Council pay for the hire of Church Preen Village Hall at a cost of £50, thus enabling the “Friends of Hughley Church” to use the Hall to raise money for the Church.  This was seconded by the Chairman.    The Chairman will discuss this decision with the “Friends of Hughley Church” and report back at our next meeting. 

9        FINANCIAL REPORT 2007/08
