Minutes of the Meeting held on Thursday 1st February 2007 at the Cockshutt Millennium Hall starting at 7.30 p.m.

1/07    Welcome and Public Session

Cllr T Goodall opened the meeting at 7.30 p.m. and welcomed everyone present to the meeting. Cllr Goodall presented a gift to Ms Nicholas on behalf of the council, to thank her for the time and commitment she has given to the Parish Council for many years.

 

2/07    Apologies for absence

No apologies.

 

3/07    Declarations of Interest

·         Cllr Dickin declared a personal interest in the planning application for Crosemere  Farm House

·         Cllr Goodall declared a personal interest in the planning application for Crosemere  Farm House

·         Cllr Jones declared a personal interest in the planning application for Crosemere  Farm House

 

4/07    For Councillors to approve:-

The minutes of the Full Council Meeting held on Thursday 16th November 2006

Councillors confirmed that the minutes are a true and accurate record of the meeting and thus it was:-

Resolved: that the minutes be signed by the Chairman in presence of the Councillors

 

5/07    Matters arising from the minutes not otherwise featured on the agenda.

  • Cllr Jones had met with an engineer from the lighting department. As a result the Clerk had received a letter from Mr. D’Alesio confirming that at present there was no possibility of SCC adopting the lighting in Cockshutt. Cllr Jones had letters from Mr R Drummond indicating that it was likely that the lighting would be adopted.

Agreed: The clerk to contact Mr D’Alesio again by letter enclosing copies of the letters which are in Mr Jones possession.


 

  • Councillors enquired whether Ms Hirst’s problem with her fireplace had now been solved. It appeared that it had, as Cllr Hodnett had dealt with the problem and Ms Hirst had not re-contacted the council.
  • There are queries about the planning at Church Farm.

Agreed: Cllr Hodnett to deal with the situation.

7/07     Planning Issues

         New Applications

                N/06/1161/EU/906:

Proposed demolition of estate yard buildings

Former Dairy Crest Site Wharf Road Ellesmere Shropshire

Outline application for a mixed use development comprising residential (C3), community uses (D1), retail (A1), cafe, restaurant and public house (A3, A4 and A5) with means of access, car parking and new areas of public realm.


Cllrs expressed concerns that there is not enough car parking catered for in the plan.

  • N/06/1181/CO/156: Erection of single and 2 storey extension and two storey extension to existing dwelling. Chapel House, Cockshutt.

This application has now been withdrawn.

  • N/07/43/CO/145 proposed erection of dwelling. Crosemere Farm House, Shrewsbury Road

Cllrs raised no objections to this application.

       Decisions

·         N/05/1054/CO/259 OUTLINE Residential development with formation of access.

             OUTLINE PLANNING PERMISSION GRANTED BY NSDC

·         N/06/990/CO/161: Erection of first floor extension and insertion of dormer window. The Old Smithy, English Frankton.

    FULL  PLANNING PERMISSION GRANTED BY NSDC

·         Decision from The Planning Inspectorate re The Leaking Tap

 

Cllr Goodall expressed concerns that it was taking too long for plans to be returned to him.

Agreed: The Petton applications to be sent directly to the Petton councillors.     

 

 

8/07     Parish/Village Plan

Cllr Jones felt that it would be beneficial to the village to have a Parish Plan

Agreed: This item to be added to the next agenda.

 

 

9/07    Quality Parish Council         

This item is to be deferred to the next agenda.

 

10/07  Leisure Facilities

Cllr Dickin, on behalf of the Parish Council has met with representatives from Mosaic Estates and the Village Hall Committee regarding the play area in the village. A sum of money has been allocated to NSDC for use by the Parish specifically for this purpose.

 

11/07   C0-option of councillor

There has been interest expressed by two members of the Parish in the vacancy which exists on the Parish Council.

Agreed: There will not be a co-option at present as the elections are due to take place on May 3rd 2007.

13/07   Parish Matters

  • Surface water is not draining at Park Road causing it to be slippery when wet.
  • There are potholes between the main road and Petton
  • The speed sign seems to appearing less and less frequently
  • A request has been made for white side lines to be painted on the new road surface

Agreed: The Clerk to contact the Highways department regarding the above issues.
